projects to support the growth of air traffic at Manchester Airport. The development of an Enterprise Zone, link road and 9,000-space car
park is proceeding apace in the face of resistance from local
communities. And the Government is backing it all to the hilt - even though the
planned increases in air and road travel make a mockery of its

It is teaming-up with Manchester Airports Group, the Greater Manchester Pension Fund and UK construction firm Carillion to invest in the project, which aims to create up to 16,000 jobs. <br />

Over the coming years, they will build a series of office blocks, logistics hubs, hotels and warehouses that will be filled by global companies lured to the region. <br />
<br />
Property develop Argent, which is behind the One St Peter's Square scheme in <a href="http://www.manchestereveningnews.co.uk/all-about/manchester%20city%20centre">Manchester city centre</a> and led the revamp of London's Kings Cross station, has been appointed development manager. <br />
<br />
The deal was announced by chancellor George Osborne during a special visit to Beijing today. It also marks the Far East launch of the Manchester-China Forum, which aims to boost trade links between the two locations. And it is hoped securing Chinese investment into the region will go a long way towards encouraging airlines to launch a direct service between Manchester and the Far East.<br />

The J-V partners will then look to build offices, warehouses, hotels and manufacturing plants for specific tenants and then sell those sites on for profit once they are up-and-running. <br />
<br />
Airport City sits at the hear of Greater Manchester's Enterprise Zone, which means companies choosing to locate there can benefit from business rate reductions and other perks. </div>

<b><br /> Councillors considering a planning application to build a 9,000-space car park at Manchester airport will visit the site next month. </b><br />
<br />
The visit has been welcomed by Wythenshawe residents objecting to the scheme, which has gone before a full council planning meeting. <br />
<br />
The plan, submitted by Manchester Airports Group, is for a long-stay car park near the Moss Nook area and accessed from Styal Road and Shadowmoss Road. <br />
<br />
It is in part is to replace the 3,000 spaces to be lost to Airport City, a commercial hub. The land was classed as green belt until a government rule change in July. <br />
<br />
Residents are objecting on the grounds of impact, noise pollution, environmental protection and loss of green space, safety issues of so many cars with petrol near an airport, increased traffic and the size of the car park. <br />
<br />
Councillors will visit the site on 24th October 2013, ahead of their next planning meeting.</div>

Business Secretary Vince Cable, led the biggest UK
trade delegation to China
in 200 years. The government aimed to double UK
trade with China
over five years, and to narrow the gaping trade gap. This is indeed important
for the UK economy, struggling
to compete with China’s
high value, hi-tech products. In 2009, the disparity between the value of goods
the UK exports to China and the
value of its imports was £19 billion.

Specific major <a href="http://www.economist.com/node/17468534" target="_blank">trade deals</a> negotiated by Cameron and Cable
included a <span lang="EN" style="mso-ansi-language: EN;">£1.9 billion contract for
Rolls-Royce to supply jet engines to China Eastern Airlines, and a £45 million
deal to export British breeding boars. </span>JSR Genetics, an international
pig genetics company, based in Driffield, East Yorkshire,
was one of the companies to benefit from the trade deal. On 5th April 2011, JSR
Genetics announced that over 800 breeding pigs, sent on a chartered <a href="http://www.jsrgenetics.co.uk/news.php?sid=84" target="_blank">Boeing 747 flight</a>
from Manchester, had landed in G<span class="messagebody2"><span lang="EN" style="mso-ansi-language: EN;">uangzhou</span></span>. The pigs were just three
breeds - <span class="googqs-tidbitgoogqs-tidbit-0"><span style="color: black;">JSR
Genepackers, GGP Gilts and JSR </span>Geneconverter GGP Boars. </span>JSR Genetics
is part of JSR Farms, based in South Yorkshire.
One of the photos scrolling on the <a href="http://www.jsrgenetics.com/" target="_blank">website</a> is of a plane being either loaded or
unloaded with pallets.</div>

<span lang="EN-US">Flying livestock around is environmentally
disastrous, adding to the greenhouse gas emissions from passenger flights. But it
is understandable that air is the usual mode for long distance transportation
of livestock. A sea journey would take about a month. </span><span style="mso-ansi-language: EN-GB; mso-bidi-font-size: 12.0pt;">So herds of pigs are
loaded onto jumbo jets. A flight from Winnipeg
to Chengdu, in Chiana’s Sichuan province in July 2012, carried <a href="http://nationalhogfarmer.com/genesus-shipping-hundreds-pigs-china" target="_blank">850breeding pigs</a>. The flight delivered a ‘nucleus herd’ for the buyers, Giastar,
which is aiming to have 5 million pigs in production. And even higher numbers
of pigs are loaded onto jumbo jet flights to Russia. AirBridge Cargo flew 1,150
‘Large White’ pigs from <a href="http://www.volga-dnepr.com/eng/presscentre/releases/?id=5738" target="_blank">Winnipeg to Moscow</a> in
March 2010, and crammed <a href="http://www.airbridgecargo.com/press/news/798.html" target="_blank">1,275 breeding pigs</a> onto a Boeing 747 flight from Montreal to Vladivostock
in 2011.</span></div>

intensive, segment of lengthy food supply chains criss-crossing the globe, with
multiple transportation legs between production, processing and consumption. </span><span lang="EN-US">But, even if within the industrialised, globalised food system, there
is an alternative. Breeders can send small vials of semen, germplasm or embryos
instead, by air. In the US,
USDA is advocating this as a <a href="http://www.ars.usda.gov/is/ar/archive/mar98/pigs0398.htm?pf=1" target="_blank">replacement for air freight</a> of livestock.</span></div>

flown from the UK to China in the
space of a year. Once the herds in China
are established UK
farmers will send bottles of semen to keep production going, but still plan to
send a new batch of sows every two years. Apparently up to 900 pigs are packed
onto jumbo jets. They get lie-down beds and water all the way. It sounds better
than humans flying economy class. All the pigs arrived safely. That is good to
hear. <a href="http://www.corporatewatch.org/?lid=245" target="_blank">Corporate Watch</a> reported that JSR Farms were prosecuted for falsifying
information claiming that live export pigs were properly rested on an overland
journey from Wiltshire to Hamburg.
The pigs had been denied the mandatory 24 hour resting period.</span></div>

China
is massively <a href="http://pigpenning.files.wordpress.com/2011/05/schneider_feeding-chinas-pigs-2011.pdf" target="_blank">increasing pork production</a>, in industrial feedlots. By 2010 China produced
50 million tonnes of pork, half of the world total, from a herd of 660 million.
Almost all the pork was consumed domestically. But the country’s self
sufficiency in pork is superficial. Animal feed imports must be considered. In
addition to flying in Boeing 747s full of breeding stock, China’s domestic pig
production boom depends on imported animal feed, largely soybeans from the US
and Brazil. Imports to China
accounted for over half of the global soy market in 2009, and 2010.</div>

<b>1)
If Manchester Airports Group is owned by the 10 Greater Manchester
councils, how can it afford to spend so much on another airport at a
time when there are huge cuts to public services?</b><br />
The
councils have not had to pay anything towards the deal, which is set to
be finalised at the end of February. The cash has been raised through a
combination of MAG selling a 35.5 per cent stake in itself to an
Australian company called Industry Funds Management and agreeing a new
debt package with its banks. The deal will see Manchester council reduce
its stake in MAG from 55 per cent to 35.5 per cent. The other nine town
halls, which currently have a five per cent stake each, will share
equally the remaining 29 per cent.<br />
<br />
<b>2) Will Manchester Airport itself benefit?</b><br />
As
a result of this deal, MAG will control nearly 19 per cent of the UK
aviation market, owning Manchester, Stansted, East Midlands and
Bournemouth. That is likely to strengthen its bargaining power when
negotiating with airlines. As a result, the deal could help airport
bosses in their quest to bring new routes to Manchester.<br />
<br />
<b>3) Why was Stansted so attractive to MAG?</b><br />
Stansted
has seen its passenger numbers fall by around a quarter over the past
five years and that is why MAG thinks it has huge growth potential. It
believes it can improve the airport's retail areas, increasing the
amount of money brought in by its shops, restaurants and bars. After
investing heavily in Manchester's terminals, retail revenues have risen
steadily year-on-year – they grew from £69.4m in 2011 to £74.6m in 2012.
MAG will also be looking to make the most of its airline relationships
to bring passengers numbers back to what they were five years ago.
Ryanair currently accounts 70 per cent of all flights out of Stansted
but the airport is only at 47 per cent capacity. MAG will be looking to
encourage other carriers like Jet2.com, Flybe and easyJet, many of which
have a strong presence at Manchester, to launch new routes from the
Essex gateway.<br />
<br />
<b>4) Could it lead to greater profits, which could then be distributed to the 10 Greater Manchester town halls?</b><br />
The
councils have reduced their stakes in MAG but have agreed to the deal
in the hope it will boost the dividend they receive each year. The
dividend is based on MAG's annual earnings and in 2012, £20m was paid
out, of which £11m went to Manchester and £1m each to the other nine.
Buying Stansted will automatically add around £80m to MAG's profits,
which the group will hope to increase through the measures mentioned
above.<br />
<br />
<b><b>5) Will any people currently employed at Manchester Airport be transferred to Essex?</b></b><br />
It
is too early to say but it is unlikely large numbers of workers will be
asked to transfer to Stansted. MAG has said it has “a detailed
integration plan in place to ensure a seamless transition of ownership
and operations at Stansted."<br />
<br />
<b>6) As MAG is owned by the people, why were the people not consulted?</b><br />
The
proposals were first put the the Association of Greater Manchester
Councils, then secured approval from each town hall individually, where
they were voted on by publicly-elected councillors.<br />
<br />
<b>7)
And finally, with all the cutbacks taking place, which we hear about on a
daily basis, why didn't our town hall leaders consider selling their
stake in MAG? </b><br />
Selling their shareholdings in MAG would
have netted a one-off windfall for the councils. However, it is hoped by
not only retaining their stakes, but backing the expansion of the
group, the amount they pocket year-on-year through their dividends will
grow.<br />
<br />
<b>8) Is £1.5bn value for money?</b><br />
When
weighing up whether a deal represents value-for-money, analysts tend to
look at the purchase price as a multiple of a company's underlying
profits. The £1.5bn price tag was 15.6 times Stansted's 2012 earnings.
When looking at other airport deals, Newcastle sold a 49 per cent stake
in itself for a reported £150m, which was 16.1 times its profits, while
Edinburgh Airport was sold for £807m – 16.7 times its earnings. On that
basis, the Stansted deal has been viewed as a good one from MAG's
perspective by some industry commentators.<br />
<br />
<b>9) What are the risks associated with a purchase of this magnitude, particularly during the current recession?</b><br />
There
is, of course, a risk that MAG's plans for Stansted won't come off.
However, it has a proven track record of not only managing an airport of
a similar scale - Manchester - but improving its performance, even
during a recession. In the last six months alone, Ryanair and easyJet
have added routes from Manchester, while United Airlines started daily
flights to Washington and American Airlines started using bigger
aircraft for its New York and Chicago services. Earlier this month, it
revealed revenues, profits and passenger numbers in the six months to
the end of September were all up on last year.</div>

Plans for a £650m business park at Manchester Airport have been submitted.<br />
<br />
Developers MAG said Airport City Manchester will include office space, hotels and manufacturing centres and will create 11,400 jobs.<br />
<br />
Manchester Airport's parent company plans to build the park on 65 acres of scrub land near the M56 and Woodhouse Park in Wythenshawe.<br />
<br />
It is in the new Manchester Enterprise Zone - one of four in the country - set up by the government.<br />
<br />
Enterprise zones were created to offer business rate discounts, simplified planning and access to super-fast broadband in order to boost economic growth. <br />
<br />
MAG hopes the development will attract inward investment and bring job opportunities to the people of Wythenshawe.<br />
<br />
<b>'Economic hub'</b> <br />
<br />
At the centre of the proposal is a new 13-acre central park, surrounded by buildings and public areas.<br />
<br />
MAG's Airport City director, John Atkins, said: "Airport City will attract investment from international businesses and become a catalyst for the wider long term regeneration of Wythenshawe, with the creation of thousands of new jobs. <br />
<br />
"It brings a world-class commercial product that is sustainable and innovative to the UK for the first time - this presents Manchester with a unique opportunity to add to its offer as a major European business city and will enhance the airport's reputation as an economic hub and a global gateway to the UK.<br />
<br />
"The aim is to create a modern business destination that makes full use of infrastructure already in place and the majority of workers and visitors will not drive to Airport City - instead they will walk, cycle, take a tram, bus, train or a plane."<br />
<br />
The outline planning application has been submitted to Manchester City Council and follows public consultations carried out in the local area by MAG.</div>

Of all the bloody cheek! At <a href="http://www.guardian.co.uk/world/2012/nov/22/david-cameron-brussels-eu-growth">the recent gathering of EU leaders</a> to thrash out spending over the next few years, the UK’s Prime Minister David Cameron suggested that cuts would have to be made to the infrastructure budget (i.e., roads, rail and runways) in order to freeze or cut the deficit .<br />
<br />
This is the same David Cameron who (presuming he talks to his Chancellor) is overseeing the investment of another £5 billion of public money invested in national infrastructure projects on top of the £5 billion announced in 2011 to kick start over 500 road building and other construction projects, including airports and revived PFI schemes.<br />
<br />
It’s the same David Cameron who gave a speech on 19th November 2012 to the Confederation of British Industries (CBI) stating that:<br />
<br />
<i>“Consultations, impact assessments, audits, reviews, stakeholder management, securing professional buy-in, complying with EU procurement rules, assessing sector feedback: this is not how we became one of the most powerful, prosperous nations on earth. It’s not how you get things done. As someone once said, if Christopher Columbus had an advisory committee he would probably still be stuck in the dock. So I am determined to change this. </i><br />
<i><br /></i>
<i>Here’s how: C</i><i>utting back on judicial reviews. Reducing government consultations. Streamlining European legislation. Stopping the gold-plating of legislation at home. And quite simply: getting our roads and railways built more quickly.”</i><br />
<br />
One might have thought, perhaps naively, that consultation, judicial reviews and the like were core elements of a democratic society and not bureaucratic hindrances. It’s worth stating the subsequent section in full, because if there was any doubt of the intentions of the coalition, Cameron makes it crystal clear, not only concerning policy but of their attitude to local people who seek to challenge decisions made by central government.<br />
<br />
<i>“Last on my list – and it overlaps with some of the above – is getting our roads and railways built more quickly. In the 50s it took us 8 years to design and build the first 50 miles of the M1. Today it can take that long just to widen one section of a motorway. So we are speeding things up. Since we came to office we haven’t just announced a load of road and railways schemes – yes, we have actually got diggers on the ground on the A23, the M62, the M4, M5 and M6. What’s more it’s our ambition to cut the time it takes to upgrade our roads in half."</i><br />
<br />
<i>"So we are determined to dismantle some of the procedures that have been slowing us down and slowing you down. But none of this will mean much unless we have a change of culture in Whitehall too. There are understandable reasons for that. When you have lobby groups lined up to criticise every action you take and Parliamentary Select Committees ready to jump on every bump in the road then the rational choice is to be cautious – even over-cautious. But for the sake of our country’s progress we have got to cut through this. I want every Department in Whitehall to be a growth department. I’ve insisted that every Permanent Secretary has growth as a key objective. And I want every Minister and every official to understand that the dangers are not just in what you do but what you don’t do that the costs of delay are felt in businesses going bust, jobs being lost, livelihoods being destroyed.” </i><br />

But Cameron’s decision to make his rant to a CBI audience was no accident. The International Business Times reported in the autumn of 2012 that the CBI and the British Chambers of Commerce (BCC), were lobbying the government to speed up infrastructure projects and put their money where their mouths were. An article entitled 'CBI and BCC add pressure over infrastructure investment' flagged up a new CBI report 'An Offer they Shouldn't Refuse: Attracting Investment to UK Infrastructure' which highlighting several steps the government could take to ensure there is the cash to get projects off the ground. The core recommendations included: <br />
- government underwriting of projects to reduce risk to potential backers<br />
- extending capital allowances to cover all infrastructure projects<br />
- time-limited tax breaks for pension funds that invest in such projects.<br />
<br />
The British Chambers of Commerce (BCC), suggested the government utilize its AAA credit rating to borrow cheaply from the bond markets and spend on infrastructure projects. <a href="http://www.ibtimes.co.uk/articles/381393/20120906/uk-government-infrastructure-house-building-recession-guarantees.htm">CBIDirector-general John Cridland was quoted</a> as saying that "Infrastructure spending offers the UK the elusive growth boost we are all seeking. We need the political will to focus relentlessly on economic growth”.<br />
<br />
So Cameron’s speech occurred only a couple of months after the CBI launched their campaign. In effect he was saying “yes, we heard what you say and we will give you what you want.” This was confirmed in the governments own press releases.<br />
<br />
What was also interesting that the International Business Times article chose to veer into opinionising commenting that “Planning laws, the bane of construction firms but the beating heart of that truly British trait of nimbyism, will be relaxed under the new reforms aimed at boosting the construction sector”. Note – it does not say that the laws are being relaxed because more houses are needed, or that traffic levels are so critical that roads are essential to alleviate congestion. No, it’s about boosting the construction sector.Cameron’s sneering reference to lobby groups echoes the sarcastic mention of nimbyism. One might be tempted to think his speech was heavily based on the CBIs own pronouncements.<br />
<br />
In actual fact Osborne’s own statements over the last two years clearly demonstrate that economic growth as opposed to actual local need is the main motivation for all this orgy of destruction. <a href="http://www.dailymail.co.uk/news/article-2243281/Autumn-Statement-George-Osborne-launches-tax-raid-wealthy-cap-benefits-1-years.html#ixzz2EIDEpEvC">The Daily Mail</a> noted on December 5th that:<br />
<i>“George Osborne hopes that spending money on new buildings and transport projects will help the stumbling economy get going.”</i><br />
<br />
Price Waterhouse Coopers chief economist, <a href="http://www.irishnews.com/news/by-george-north-could-be-100-million-better-off-1212232">Dr Esmond Birnie was reported assaying</a>:<br />
<i>“The Chancellor is anxious to get capital projects moving to stimulate infrastructure investment, economic competitiveness and the construction sector - The challenge now is to find big projects.... that are ‘shovel ready’ and can stem the continued haemorrhage in the local construction industry.”</i><br />
<br />
There is no question that environmental considerations would prevent this. In the autumn statement of 2011 Osborne explicity said “we will make sure that gold plating of EU rules on things like Habitats aren’t placing ridiculous costs on British businesses."<br />
<br />
<a href="http://www.ibtimes.co.uk/articles/380884/20120905/george-osborne-cabinet-committee-growth-implementation-recession.htm">Another International Business Times </a><a href="http://www.ibtimes.co.uk/articles/380884/20120905/george-osborne-cabinet-committee-growth-implementation-recession.htm">article</a> from September 2012 announced that a new task force – the Cabinet sub Committee for Growth Implementation would consider “how planning laws block or hinder infrastructure projects from going ahead.” And would try to “bring down the bureaucratic and regulatory hurdles perceived to stand in the way of growth, particularly in infrastructure investment”<br />

The same week as Cameron delivered this the Planning Minister Nick Boles did the rounds of television studios promoting the <a href="https://www.gov.uk/government/news/measures-to-reduce-bureaucratic-barriers-to-growth-and-infrastructure">Growth andInfrastructure Bill</a> which the <a href="http://www.gov.uk/">www.gov.uk</a> website states euphemistically titled offered ‘Measures to reduce bureaucratic barriers to growth and infrastructure’. The Bill’s specifically aims at reducing the number of different consents infrastructure developers require, but contains provisions to allow the existing fast-track planning process created for nationally significant infrastructure projects to be extended to pretty much any major business and commercial projects that are judged “important to delivering growth and prosperity and boosting the economy.”<br />
<br />
These potentially include “manufacturing and major tourism and leisure proposals, office development such as research and development facilities, and warehousing. Developers would be allowed to request that their application for these nationally significant business projects be determined through the infrastructure planning system which ensures decisions are made within 12 months from the beginning of examination. Existing requirements to consult local communities are retained.”<br />
<br />
Boles commented: <i>“It is vital we secure investment in new nationally significant infrastructure and commercial development, and that quicker and better planning decisions are made, if we are to help boost the economy and create the new jobs we need."</i><br />
<br />
<i>"Planning delays help no one. They bring uncertainty for local people and local firms and can deter new investment all together. By streamlining the planning process to make it quicker and easier for these national significant projects to be decided we can ensure sustainable development gets underway without delay."</i><br />
<br />
Note again – Boles mentions boosting the economy and job creation but not reasons such as traffic reduction.This is just the latest stage of a wholesale purging of planning rules and guidance since 2010 which has seen the introduction of a presumption in favour of development into guidance through the Localism Bill in 2011. Slipping under the radar in early 2012 the coalition made it law that applications for consent for development of major infrastructure projects would now be decided by the Secretary of State, following a recommendation by a planning inspector from the Major Infrastructure Planning Unit. Previously those decisions were made by the independent Infrastructure Planning Commission, which will close and be replaced by the Major Infrastructure Planning Unit. The Major Infrastructure Planning Unit will sit within the Planning Inspectorate and continue to use the framework set out by the national policy statements. The government said that the change will <i>"return democratic accountability to major infrastructure applications"</i>.<br />
<br />
But in reality the ideas proposed by the CBI and other business lobbies differ little from the proposals made by Osborne and Cameron on numerous occasions since coming to power. Speeches are littered with references to accessing pension fund cash or acting as guarantor for private investment in construction but what seems to be the case is that despite the pledges and rhetoric as far as business leaders are concerned not much has been delivered. Their vocal calls were more a poke in the ribs ahead of Osborne’s autumn statement to remind them of what they promised. We shall see what happens – but whatever it is, it wont be pretty – or very environmentally friendly. On 5th December 2012 the chancellor’s autumn statement confirmed plans to cut public spending in order to use the money to build new schools and transport schemes. The £5bn saved is to be spent on capital projects in an effort to ‘kick start growth’. It’s unclear whether this is an extra £5 billion to that previously pledged for similar purposes back in 2010 or an additional sum.<br />
<br />
More funding was also promised to me made available for local transport projects including £270m for projects to remove bottlenecks and support development (my italics) and £333m for road maintenance; significantly another £60m was earmarked for Enterprise Zones to support housing and commercial development. The Government agreed to provide £10 million per annum for ‘capacity building’ within Local Enterprise Partnerships (LEPs) and each LEP will be able to apply for up to £250,000 additional funding per year to support the development and delivery of their strategic plans.</div>

</style> Manchester City Council have approved
the outline planning application for the 'World Logistics Hub' at
Manchester Airport. The decision was made by eleven City Councillors of
the Highways and Planning Committee meeting on Thursday 22<sup>nd</sup>
November 2012.<br />

At the meeting a local resident and representatives of Ringway Parish Council addressed the Committee to
object to the plans. They raised concerns on a number of issues, from
loss of greenspace to increased traffic and noise pollution in the
area. Prior to the meeting 106 letters of objection had been written to the Planning Department. Despite these concerns, the Councillors made the
decision to approve the plans, as well as over 800 signatures on an <a href="http://www.change.org/en-GB/petitions/save-sunbank-lane-from-manchester-airport-s-expansion-plans" target="_blank">online petition</a>.</div>

In a message sent after the meeting,
Audrey O'Donovan, Chair of Ringway Parish Council said, "It fell on
deaf ears, the application was approved and the warehouses and car
parking spaces will be built on our beautiful 90 acres of
countryside. Save Sunbank and Ringway Parish Council did absolutely
everything we could to try and stop this and our core group worked
extremely hard, digging for information, writing letters, leaflet
dropping, talking to the press, talking to Manchester Radio".</div>

The main issue raised by a member of the Committee was from Councillor John Flanagan, who expressed concern about the potential traffic impact around Sunbank Lane. In response to this point, the Committee decided to authorise the Head of Planning "to amend and add to the conditions where necessary", for example to put in place conditions on maintenance of the ecology mitigation zone, or on traffic restrictions.<br />
<br />
No comment was made by the Committee on the increase in carbon emissions from an expanding Airport.</div>

Several mature oak trees line Sunbank Lane, providing nesting opportunities for rare birds, and potential roosting spots for endangered bat species. The site is also home to 12 ponds occupied by Great Crested Newts, an endangered species found only in the North West of England. Walkers were also able to spot signs of protected animals for example badger snuffle holes and mole hills in the green space around Sunbank.</span><br />

Objectors to the World
Logistics Hub made representations to the Wythensahawe Area Committee
last night. <br />

Residents from Ringway Parish Council, Hale Barns, Cheadle, Chorlton and other parts of Manchester raised a number of concerns to the 12 City Councillors relating to loss of green space,
the inflated job creation figures in the Airport's proposals, the
lack of consultation in removing the specified area out of the green
belt, the threat of rising emissions from the Airport, the likelihood
of increased traffic in the area and other issues.</div>

In the end, the
Committee members 'recommended the application for approval', which
<b>will now be sent to the Planning and Highways Committee at Manchester
City Council for a final decision</b> (possibly on 22nd November 2012). The Committee attached a number of conditions to
this recommendation relating to the accessibility of existing
footpaths, noise and lighting issues relating to the proposed buildings.

The Councillors of the
Committee said they sympathised with some of the objections but said
that local people in Wythenshawe needed job opportunities.
Councillor Brian O'Neill (Labour) acknowledged that the Airport had
made similar promises to the people of Wythenshawe in the past -
promises which had not materialised. This time, Councillor O'Neill
insisted the Committee would be holding the Airport to account.

(Lib Dem) raised another of concerns relating to the loss of
biodiversity at the sight and questioned whether a more appropriate

As we understand things, the decision on the planning application will not be taken by the Wythenshawe Area Committee. However, comments from the meeting will be taken to the Planning and Highways Committee meeting on 22nd November 2012 at Manchester City Council. This committee will decide on the planning application.<br />

There was also this note on Page 14 of the application. "The Highways Agency are currently reviewing the submitted documentation and as such have served an Article 14 notice on the City Council which prevents the application being determined before 5th November 2012."<br />

Virgin Atlantic’s plans to start commercial flights from London to Manchester have today been sharply criticised by green groups who claim the service will push up emissions.<br />
<br />
The airline announced its first foray into domestic services this morning, just days after Virgin Trains lost out on its valuable West Coast rail franchise to First Group.<br />
<br />
The company said it plans to offer three daily return flights between Heathrow and Manchester from March 2013, while flights from the capital to Edinburgh and Aberdeen could also be up and running by the summer.<br />
<br />
However, green campaigners said such short flights are hugely fuel inefficient, given most fuel is burnt during the frequent take-offs and landings on short shuttle flights.<br />
<br />
They also questioned how the service squares with Richard Branson’s stated aim to make Virgin the world’s most sustainable airline by 2020, and argued that the new service called into question the case for expansion at Heathrow.<br />
<br />
A spokeswoman for the <b>Green Party</b> told BusinessGreen that replacing the almost 100,000 annual flights to destinations such as Edinburgh, Manchester, and Paris with rail journeys would not only reduce emissions but also free up capacity at Heathrow for new connections to emerging markets, removing the need for a new hub airport or expanded capacity. “We are very disappointed Richard Branson doesn’t understand flying inter-city within the same country doesn’t do anything to help [reduce] CO2 emissions,” she said. “We should be reducing short-haul flights not encouraging people to take more.”<br />
<br />
Jean Leston, senior transport policy officer at <b>WWF UK</b>, added: “Virgin’s new route to Manchester shows yet again how the airlines are creating a rod for their own backs by adding new domestic routes that clog up capacity that’s better used for new long haul routes… [and] not adding carbon needlessly to our skies.”<br />

Meanwhile, Jane Thomas, a senior campaigner at <b>Friends of the Earth</b>, said the proposed £32bn high-speed rail link to Birmingham, Manchester and the North, known as HS2, would make internal flights redundant. “Encouraging people to use trains is environmentally sensible and it also makes good sense when you have good existing networks,” she toldBusinessGreen. “HS2 would increase connectivity further and negate any case for short haul flights.”<br />
<br />
Her thoughts were echoed by Richard Hebditch, campaign director at the <b>Campaign for Better Transport</b>. “We should be making sure that rail is the mode of choice for all journeys between Manchester and London, not contemplating more flights for such a short distance,” he said. “Whoever runs the west coast mainline, travelling by rail has to make more sense.”<br />

The Airport 'anticipate' that 1800 jobs will be created over a 15 year period. However, <a href="http://www.cprelancashire.org.uk/index.php?mact=News,cntnt01,detail,0&cntnt01articleid=25&cntnt01returnid=15" target="_blank">a report</a> on the wider Airport City proposals in Autumn 2011 by the Campaign to Protect Rural England found that many of these job creation projections actually involved displacing pre-existing jobs from elsewhere in Manchester, as firms relocate to take advantage of the cheap business rates on offer.<br />

The land around Sunbank Lane was recently taken out of the Greenbelt in Manchester City Council's 'Core Strategy' which was approved in July 2012. Many residents say they were not informed or consulted of these plans. Audrey O'Donovan said, "As a resident and chairman of Ringway Parish Council I am appalled at the lack of consultation by Manchester Airport when removing Oak Farm and surrounding area out of the green belt and changing the planning status enabling them to once again encroach on our countryside. All in the name of so called progress. What concerns me is the World Logistics Hub as they have called this latest expansion will expand to the other side of the A538 spreading their operations still further into our very small Parish of Ringway."<br />

They say they intend to submit a formal planning application to Manchester City Council at some point in August 2012. The Transport Secretary will set out Government thinking later this summer.” </span><br />

It is speculated that the reason may have been disagreement between George Osborne and the Lib Dems, on the desirability of future aviation expansion. </span><br />

Any proposal must also meet the criteria set out in the general framework consultation document.</span><br />

It is mistake to tie prosperity creation to high carbon industries like aviation.</em><br />

The major transport addition in the plans is the controversial SEMMMS road link (South East Manchester Multi Modal Study) – which will cause a rise in road emissions.</em><br />

Within this scenario we need to limit the damage the scheme will cause as it goes ahead. Along with other groups, we have urged the Council that the scheme is carried forward in a way that doesn’t compete with other economic areas in the Manchester region – and that the SEMMMS road is not given planning permission. People should voice their disapproval of the SEMMMS road to the Manchester and Stockport Councils directly. “</em></div>

Ryanair had advertised to hold a stall from 12pm to 3pm on Thursday 29 October 2011. However, at 12.30pm, a group of around nine students began dismantling the company’s banners and display boards and popping their promotional balloons. The Ryanair sales team soon left the building.<br />

Students said the action was in anger at Ryanair’s disregard for the dangers of climate change by aggressively marketing cheap flights. They said the action was also taken in solidarity with disgruntled Ryanair workers. Last August, Ryanair worker John Foley staged <a href="http://www.solfed.org.uk/?q=airport-rooftop-protest-the-photos-they-dont-want-you-to-see">a rooftop protest </a>at Liverpool John Lennon Airport against the company’s anti-union activities and poor record on workers rights.<br />

Physics student Catherine Redcliffe said, “Ryainair’s relentless pursuit of profit over all other concerns is trampling on workers’ rights and endangering our future at the same time. The aviation industry takes more money out of Northwest region than it puts in.”<br />

Nonetheless, Ryanair seemed adamant that the day had been a success claiming that their staff were “about to pack up and head home” when the stall was disrupted. Spokesperson Stephen McNamara said, “Ryanair thanks the Plane Stupid clowns for once again turning a good promo into a great promo.”<br />

However, students were bemused by this claim. Redcliffe explained, “Ryanair’s promotional stall was advertised on posters to last from 12noon to 3pm. The stall was dismantled at around 12.30pm after which their sales team left – so they lost out on most of the day. Their response is nothing unusual though. Everyone’s used to being lied to by Ryanair.”<br />

The students, who did not claim to be from any particular group, were further angered at Students Union management for renting the space to Ryanair in the first place. Previously, students had voted that their union should campaign on climate issues and not have business relations with environmentally-damaging companies.<br />

Geography student Marc Hempton, 20, said, “I wanted to show how Ryanair’s presence was a breach of our democratic process. This is my Union and our collective decision had been sidelined by unelected management. We shouldn’t allow environmentally damaging companies in our union where we have fought for positive policies on climate change and against relationships with unethical companies. I’m glad we sent them packing for the day.”<br />

The day before, activists had petitioned UMSU management with letters signed by students to cancel the promotional event. Management refused, saying that Ryanair stall was bringing in extra cash.<br />

Hempton added, “In some ways, this is a microcosm of problems regarding climate change and workers’ rights. Just as the airport thought that the trial had ended and they were in for a quite summer, <a href="http://www.manchesterairportontrial.org/">Manchester Airport on Trial</a> in conjunction with <a href="http://manchesterclimateaction.wordpress.com/">Manchester Climate Action</a> have swung into action fo organise a weekend of camping, exploring and workshops down at the airport!<br />
<br />
From Friday the 27th May to Sunday 29th May a temporary camp will be set up in the woods, with the opportunity to meet other campaigners, local residents, and find out more about the airport's expansion plans.<br />
<br />
Meet 5.30pm at Piccadilly Station 27th May, or at 6pm outside Manchester Central Library for Critical Mass. We will go straight to the camp from Critical Mass.<br />
Alternate meet time: 11am Heald Green Station Sat 28th May for the walk and cycle caravan.<br />
Some hot (vegan) food will be provided for both evenings and breakfast will be sorted too!<br />
